Charmaine Scarlett

Dr. Scarlett is a dynamic health educator and healthcare leader known for engaging diverse audiences on the complex intersections of health education, health inequities, and the impact of these factors on one’s health and well-being. Dr. Scarlett’s education and experience are vast, but all focus on the one essential value- her passion for the community’s health- especially the underserved.  

Passion and population are not usually words of alliteration, but for Dr. Scarlett, the Director of Population Health at MedStar Southern Maryland Hospital Center (MSMHC) and Lecturer at the University of Maryland School of Public Health, they are the words that drive her daily. Dr. Scarlett oversees the development, planning, and management of the organization’s population and community health strategic planning and program implementation. 

Dr. Scarlett received her Bachelor of Science in Public Health from Temple University, Master of Public Health from the Rollins School of Public Health at Emory University, and a Doctorate of Health Education at Teachers College of Columbia University. Her research explores maternal morbidity, the experience of life-threatening implications during a hospital delivery in the United States, and the coronavirus pandemic’s impact on exacerbating adverse maternal health outcomes for African American and Black women.
